Inequalities in Schooling in the South

School attainment varies widley within the population of the South: among states, between farm and city dwellers, and between whities and Negroes. Progress over a generation has been very uneven; thus the schooling of Negroes in some sections of the South surpasses that of whites of other sections. Educational inequality is declining. Race differentiation in schooling as measured by a "discrimiantion index" ranges, among the subpopulations of the South, from a high of 85 to a low of 16 on a scale of 100. There are notable contrasts in the rate of decrease in castelike situations. Educational programs following desegregation will have to take account of school systems with wide differences in the practice of racial discrimination
