The present work aims to investigate the relationship between two points defended by Rui Barbosa, the first being the Laity of the State and the secularization of education and the second, religious teaching in public schools. From a methodological point of view, we chose hermeneutics as a working tool, from a phenomenological basis. Thus, the path of construction takes place by looking at an event and presenting a possible meaning from our perspective as researchers. The event we look at is Rui Barbosa’s presidential campaigns, especially the civility campaign. We begin by building Rui Barbosa’s history with religion. Then, we move on to analyzing his speeches in the presidential campaigns, where we find a politician defending himself against accusations of atheism and irreligiosity by apologizing for elements of religious life and its presence in national education. We conclude by demonstrating the logical chain of the relationship between State laity and religious education in Brazil during the first Republic. 10.21723/riaee.v21i00.1991502
