Addresses the patterns of diffusion of nonfinancial defined contribution (NDC) pension reforms, the conditions that facilitate or impede their adoption, the prospects for further diffusion, and the issues of sustainability of NDC-based reforms already in place. The three distinct waves of NDC and boundary-straddling pension reforms began with the first wave confined to Western and Central Europe in the 1990s. NDC pension schemes have been adopted in countries with both high (Sweden) and low (Latvia) domestic institutional expertise in pension policy, but the latter cases were accompanied by strong external support. Although organized labor has usually not been an enthusiastic proponent of NDC reforms, it has mostly acquiesced when offered sufficient side payments (Italy and Poland). In the European Economic Area, NDC reforms have been sustained with modest revisions; only limited changes have occurred in Sweden under electoral pressure, though countries such as Italy considered intrusive re-reforms, such as the reintroduction of seniority pensions.
