Finland has been almost untouched by immigration until mid‐1990; the country was for long time a country of emigration, especially to Sweden. The number of immigrants is still relatively small by comparison to numbers in the European Union. Russians and Estonians form the largest minority groups according to language and ethnicity. Finland has never been culturally homogenous, even though the recent anti‐immigration debate leans on a national identity that emphasizes common history and one language—Finnish.
