Rational Planning Systems as a Source of Organizational Conflict

Resumo
Using a case analysis, this paper examines the impact that the introduction of a rational planning program had on a Canadian national sport organization. It is argued that contrary to popularly held beliefs planning is as much a political activity as it is a technical activity and its political nature can heighten conflict in an organization. Furthermore this conflict is often rooted in the very changes that the planning program is designed to accomplish.
