Considerable attention has been devoted to the problem of resistance to technological change in industry. There is at present less agreement on the subject than might be possible if some of the collected facts were looked at in the light of assumptions different from those usually made. It is the contention of this paper that the questions of why and when and where technological change is resisted have not been satisfactorily answered because writers on the subject have not examined the important background factors which may strongly differentiate situations whose more immediate aspects are rather similar
