The Quechan tribe has continued its governmental functions and an active quest for federal monies despite pervasive factional conflict. Conventional wisdom declares leadership instability is incompatible with tribal economic development. This case challenges that wisdom, and suggests that under specified conditions conflict can help narrow the ideal-real gap between leaders' performance and voters' expectations
