In 1563, and in the middle of the debate on the perpetuity if the encomiendas in Peru (1560-1570), a formal opinion was sent to the president con the Council of the Indies, Juan Sarmiento (ca. 1518-1564). This writing with the title Parecer cerca de la perpetuidad y buen gobierno de los indios del Peru y aviso de lo que deben hacer los encomenderos para salvarse -which's author remains unknown- constitutes a theoretical elaborated answer, contrary to the reports and formal opinions of the dominican friars that promoted the end of the encomienda system, since they were directly responsible for the abuses, exploitations and misery of the Indigenous. In this article we analyze this document within the context it was written in, in order to weigh the need to maintain the privileges and traditions of the natives for the exercise of good government. Our main hypothesis states that this text, together with a considerable set if official secular and religious texts, at the service of good government and the establishment of christian policy in the Peruvian kingdoms, is part of a general discourse, which during the decade from 1560 to 1570 emphasized in a positive way the practices of Inca government
