Migratory Utilitarianism and Temporary Migration Programmes

Drawing on our theses on the intensive agriculture labour markets in Provence and Andalusia (Décosse, 2011; Hellio, 2014), this article offers a reflection on contemporary migratory utilitarianism. By comparing OFII contracts and contratos en origen, we contrast two differently gendered variations of the same utilitarian model for the management of foreign workers: the temporary migration programme (TMP). This article examines the way in which this migratory architecture, based on an injunction to circulate, is founded on an interconnection between seasonal wage employment and the rural and/or domestic economy in the country of origin. We then briefly trace the genealogy of these schemes, before focusing on the concepts created to ensure their revival at the turn of the 21st century. After presenting our arguments, which combine empirical investigation in the agricultural sector with a socio-historical approach, we suggest a theoretical definition of TMPs as archetypes of migratory utilitarianism
