Huntington argues that transitions to democracy occur in groups or "w aves" over time.According to Huntington, the third w ave o f democracy began in 1974 in Portugal and continued through the transitions in Eastern Europe in 1989-1990.O f course, interest in m ovem ents to and from democracy pre-date the third wave (cf.M oore 1966; Linz 1978).* On democracy promotion or democratic enlargement as a goal o f US foreign policym akers, see Christopher 1995; Smith 1994; Bloom field 1994.^ Empirically, this mechanism has occurred with regard to the military.For exam ple, through involvem ent in regional military organizations, military officers learn the "proper" role o f the military in a democratic society
