on referenda issues. Little is reported in the professional literature on this subject. This probably stems in large measure from the absence of national referenda; professional predilection for concern with the national government is well recognized. State referenda, though plentiful enough, are perhaps regarded as too parochial for concern, or the subjects of the issues are so important that they are not examined as a group. Similarly, local referenda have made good term papers, but they have not received the breadth of study needed. Nevertheless, referenda through which the electorate participates in the constituent function of local and state governments, in the finance operations of borrowing and tax levying, and in the establishment of program priorities are so important, especially with the growth of metropolitan agglomerations, that they warrant closer attention
