Should unions be permitted to participate in the management of a business enterprise? This has long been a vital and unresolved issue. In West Germany an experiment has been undertaken which may help to provide an answer. Codetermination constitutes a plan which gives labor almost coequal representation with management on the board of directors. In this article, the author discusses this experiment and essays an evaluation of its consequences. (Author's abstract courtesy EBSCO.)
