    After the last war, the reconstruction of German labor organization faced great difficulties but proceeded rapidly and along partly new lines, com pared with earlier decades.     Formal provision for employment of mediation in resolving grievances arising under collective agreements is relatively rare in the United States, according to this study, which analyzes experience with this device in a sample of companies where it has been utilized. The longest experience with its operation has been in the steel industry, where it has existed in substantially its present form since 1947.
