Alternative vocational education techniques are discussed. A proposal for vocational schools should provide such information as the nature of the programs to be offered, the number of students expected in each program, and entry requirements for trainees. Job entry requirements should be compared with qualifications conferred by the program. The value of a program can be determined by calculating investment in vocational training, earnings of an individual with training, and earnings of an individual without training. In many countries graduates from the academic stream compete successfully for jobs with graduates from vocational schools. In this case, if the type of input is similar for both schools, a comparison of the cost per graduate may provide a clue to the economic viability of vocational education. Vocational training may be offered in a wide variety of situations including public and private schools, in-plant training, training centers, and apprenticeship programs. Only an approach that combines all the economic, educational, and institutional variables can provide a guideline for action
