The arrival of over fifty thousand Indochinese refugees in Australia in less than a decade (Australia 1982a) is the beginning of another chapter in Australia's immigration history. It is the beginning because the Indochinese presence will undoubtedly spawn new sets of of a sociological, policy and political nature. We can expect, for example, lengthy discussion as to whether Indochinese refugees are different from other refugees and other migrants and, if so, why. Further, it would be reasonable to predict that Indochinese will soon join other migrants in calls for bilingual education and other interventionist strategies to offset their children's educational learning difficulties. And it is not unreasonable to suggest that, because of the Indochinese presence, the perception in social and political circles of what constitutes the main problem' surrounding migrants will change yet again. That is to say, the shift from the of migrants' failure to assimilate, to their being people with problems, to the problem of Australian institutions not adequately responding to migrant needs (see Martin 1978) may be forerunners of yet unclear, other problems surrounding Indochinese migrants in Australia
