International relations and organizationsfuller and more rigorously worked out than the later component on processes.The theory is complex, but I have noted a dozen or so points where to my mind modification is required, and these would lead to even greater complexity.In the abstract the theory offers explanatory power, and it would be illuminating if applied to historical data.Its predictive value must however be small, since access to the necessary current data would not be possible.The book therefore is for the scholar and for the analytically minded practitioner who, by a deeper understanding of what he is at, wishes to improve his performance
