Moratoria in International Politics
Little research has been conducted into the role of moratoria in international politics despite their importance in many areas of policy-making. This article investigates that role by a comparative analysis of two of the most prominent moratoria in recent years: the moratorium on genetically modified (GM) products imposed by the European Union (EU) in 1999; and the moratorium on commercial whaling imposed by the International Whaling Commission (…

The International System in the Twenty-First Century
A speculative analysis of disturbing trends evident now, which will require attention from decision-makers in twenty-five years time, identifies a number of problems with structural implications. Assets for broaching these problems are analyzed leading to an assessment of the requirements for global leadership. A comparison between the situation in 2010 and 2035 demonstrates the necessity for and likelihood of change. Options range from global su…

Foreign Policy Analysis
That Foreign Policy Analysis (FPA) enjoyed central place in the early study of international relations (IR) can be considered as the starting point for understanding the evolution of this major sub-field. An analysis of the role of foreign policy in different conceptual frameworks points to its centrality for realists but its diminished saliency for pluralists and structuralists. The balance of interacting influences between those who aspire to ‘…
International Relations in France
This article assesses the evolution of the study of international relations (IR) in France during the twentieth century, before proceeding with an examination of the present state of the field. It is concerned with both substantive issues and institutional developments. It concludes that France has much to offer and is taking its proper place in the international development of the field. An appendix offers a taste of the French IR literature
Gibraltar
For nearly three centuries Gibraltar has been a bone of contention between Britain and Spain. Despite common Anglo‐Spanish membership of the EU, WEU and NATO and the decline of the Rock as a military asset, this situation remains. Gibraltarians are demanding the right of self‐determination while Spain insists on its right of first refusal of sovereignty enshrined in the Treaty of Utrecht of 1713 if the British Crown relinquishes its sovereignty. …

Britain and the new UN agenda
The fading away of the Cold War has allegedly shifted the attention of the Western members of the United Nations, as demonstrated by General Assembly speeches, towards issues like the environment, drugs and terrorism. The new issues moving towards the top of the international security agenda are more elusive than the traditional Peace- and War-related ones; nobody has control of a ‘button’ regarding these issues. An overall assessment of the situ…

The financing of the United Nations
The reform of the United Nations, and particularly of its budgetary procedures and Secretariat staffing, is a matter of considerable current interest among students and practitioners of international organization. These issues form part of what has for some years now been referred to as the financial crisis at the United Nations. This was the subject of a one-day conference at the United Nations held late last year. What follows is a summary of t…
Paradigms in conflict
The purpose of this article is to compare three approaches to conflict, those of the ‘strategist’, the ‘conflict researcher’ and the ‘peace researcher’. Strategic studies, our starting point, are usually seen exclusively within the framework of power politics and the manipulation of threat systems. This approach to conflict is clearly of great importance, especially as it is the one most frequently adopted by decision-makers. It is not, however, …

Injustice, empowerment, and facilitation in conflict
The paper is divided into three parts. In the first section the idea of empowerment is outlined as a doctrine of mediation. The conditions under which it might be successful are outlined. In the second section an underlying assumption of the doctrine is challenged, that because conflicts are asymmetrical empowerment becomes proper practice. The argument is that all conflicts are both asymmetrical and symmetrical. In the third part, it is demonstr…

Peacekeeping
SOVIET deployment of its armed forces is now virtually global and it thus effectively overlays that of the United States. The result of this is that geographically based spheres of interest have no obvious physical limit to those who aspire either to control or to usurp them as used to be the case, for example, in the halcyon days of the Monroe Doctrine. The political limitations of such spheres of influence were long ago sha, ttered so that from …
