The paper insists upon the amazing qualitative mutation which has been achieved in the recent development of phonetics (no longer to be separated from phonology). Both substance and form are to be taken into account to analyse encoding as well as decoding. The paper compares different theoretical approaches and, in relation with them, different technical simulations in the field of Speech Recognition and Speech Synthesis, which lay the foundations for the so-called Man-Machine Communication
