A intervenção no fenómeno dos sem-abrigo guia-se por uma lógica de individualização patológica que concebe estes sujeitos como seres que vivem na rua devido à sua inferioridade ontológica. Apesar de múltiplos elementos (problemas, relações, instituições, procedimentos, actores) estarem potencialmente envolvidos neste fenómeno, os profissionais socialmente encarregues de intervir nesta área (sobretudo, ligados a instituições do Terceiro Sector, do Estado e do dispositivo psiquiátrico) lidam dificilmente com a complexidade que a inter-relação de diversos elementos concomitantes é passível de gerar. Face a esta dificuldade, estes actores procuram simplificar a sua acção de intervenção através da simplificação do próprio fenómeno dos sem-abrigo. Negando as suas dimensões estruturais e concebendo-o como um conjunto de indivíduos patológicos, a intervenção reduz o número de elementos que é necessário mobilizar e coordenar para agir nesta área. Porém, fora deste modelo de intervenção fica todo um mundo de significados e relações essenciais para compreender este fenómeno, obstaculizando a sua eliminação emancipadora. DOI: 10.12957/rep.2016.25403 Abstract – Service provision to homeless people is guided by a logic of pathological individualization that conceives the homeless as beings that live on the street due to their ontological inferiority. Although multiple elements (problems, relations, institutions, procedures, actors) are potentially involved in homelessness, the professionals socially charged with intervening in this field (most of them connected with Third Sector institutions, the State and the psychiatric apparatus) deal in a difficult manner with the complexity that the interrelation of several simultaneous elements might generate. As such, these actors try to simplify their action in service provision through the simplification of homelessness itself. Denying its structural dimensions and conceiving it as a series of pathological individuals, the number of elements that are necessary to mobilize and coordinate in service provision is reduced. However, outside this model of service provision remains a whole world of meanings and relations that are essential to understand homelessness, hindering its emancipatory elimination.
