Uma abordagem contextual das Comissões Parlamentares do Senado Federal brasileiro

Introdução: Estudos sobre a composição e as atividades do Poder Legislativo têm avançado na Ciência Política brasileira. Este artigo combina, de forma nova, o enfoque neoinstitucionalista com a abordagem da sociologia política para estudar as Comissões Parlamentares permanentes do Senado Federal enfatizando suas composições internas. Materiais e Métodos: Inicialmente, revisamos a literatura de base neoinstitucionalista sobre Comissões Parlamentares, incluindo também estudos sobre o Brasil. Como contraponto, expomos as barreiras derivadas da utilização exclusiva dessa matriz para compreender as Comissões do Senado. Resultados: Em um parlamento fragmentado partidariamente, com pequeno contingente de políticos, a hierarquia das Comissões tende a levar os políticos mais experientes aos colegiados de maior prestígio, havendo associação entre o perfil socio-ocupacional dos Senadores e as áreas temáticas legislativas. Isso, contudo, está fortemente ligado aos contextos políticos de cada Legislatura. Discussão: O social background e a experiência política dos Senadores não podem ser vistos como fatores à parte no estudo das Comissões Parlamentares. A presença nas comissões está bastante ligada ao histórico do parlamentar, ao eleitorado que ele representa, à atuação dos partidos e das lideranças no Congresso Nacional
