ORTLAND, MAINE, has been characterized as a transportation center, as a terminal port, as a fishing port, as the nodal point of a small but significant agricultural district, and as a locale for manufacturing. The assignment of so extensive a variety of traits to Portland indicates that: (1) the primary activities of the city and its environs are of a widely diverse nature, (2) the urban unit is currently passing through a transition stage in which certain activities are declining and others increasing in importance, or (3) no detailed geographic study has been made of the area, and hence comprehensive conclusions have been impossible. Evidence from this preliminary survey indicates that none of these three conclusions can be entirely discounted
