In August, 1976, the U.S. Commission on Civil Rights said it was pleased with recent progress in school desegregation: In most communities desegregation has gone peacefully and smoothlyfor every Boston and Louisville there are dozens of other communities... where desegregation is proceeding without major incident. . . by individuals who believe that compliance with the law is the American way and requires no fanfare.1 While this statement may have been somewhat optimistic, it does reveal the basic fact that a number of communities have been desegregated with a minimum of violence and conflict. Two of the cities most prominently mentioned in school desegregation in recent years have been Boston and Dallas. Each has been searching for ways to desegregate with differing degrees of success. Like many other communities, Boston has experienced emotionalism, violence and non-compliance with the law; their own deeply-held fears about the mixing of races in schools have determined their policies and actions in desegregation.
