IN THE MID19 50s, ON THE INITIATIVE OF THE National Science Foundation, a series of massive surveys was undertaken assemble an adequate body of fact about the current status of science in the United States. In the field of population, the product was The Study of Population, a volume of nearly 900 closely printed pages, published in 1959. To today's reader perhaps surprisingly, of the book's 33 chapters none was devoted to population policy. This was no accident, as the editors, Philip Hauser and Dudley Duncan, explained in their introductory chapter
