Este trabalho investiga influências para adoção de cotas na Pós-graduação (PPG) stricto sensu de universidades públicas brasileiras, utilizando dados qualitativos e quantitativos. A adoção de cotas em PPG tipicamente envolve a ação de discentes e docentes, atuando como burocratas ativistas, seguindo uma lógica de isomorfismo institucional. A hipótese de burocracia representativa requer estudos mais aprofundados, pois foram identificados resultados conflitantes - enquanto o estudo em profundidade na UnB indicou que a identidade racial dos docentes não se relacionava com a adoção de cotas, o questionário enviado para programas de outras universidades indicou haver essa relação
