environments designed to help different teachers enhance their unique instructional and personal capabilities. Broadly speaking, any educational environment is a set of conditions external to people that encourages their learning. When the learner happens to be a teacher, this environment may be defined in terms of those conditions that promote his or her professional development or competence, defined generally in terms of personal skills, knowledge or attitudes.1
