Intercommunality [in france] : an uncompleted power The recent development of inter-communal institutions suggests that this local power has entered a process of autonomization vis-à-vis other forms of local power. The sociological study of the conditions and systems of access to the office of president of an intercommunal cooperation public establishment shows that it is especially in the municipal arenas that the presidency is played out and won. In other words, the presidents' legitimacy is based upon a set of resources accumulated in other political arenas, and especially in the municipal market. Far from being autonomous, the distribution of intercommunal power remains relatively subordinate to other forms of local power
