RESIDENT Gerald R. Ford on April 13, 1976, signed into law the Fishery Conservation and Management Act of 1976, effective March 1, 1977.1 The seaward limit of the fishery zone is to be a line drawn in such a manner that each point on it is 200 nautical miles from the baseline from which the breadth of the territorial sea is measured.2 This law affects fishery jurisdiction over marine areas off the coasts of the fifty states and of the territories of the United States.3 The area enclosed by this extension of maritime jurisdiction includes approximately 2,222,000 square nautical miles off the coasts of the fifty states and 885,000 square nautical miles off the coasts of the possessions and commonwealth
