This report accounts for the systematic differences observed when hospital administrators, hospital board members, and community leaders evaluate role expectations of their own and each other's positions. Taking as assumptions a systemic linkage hypothesis and an interaction-obligation hypothesis, specific predictions concerning the differences among the above groups are derived. The predictions conform to the actual patterns observed. Structured questionnaires which included sections on role performance were received from 12 hospital administrators and 45 board members from ten non-Catholic general community hospitals in the Denver metropolitan area. Forty top community leaders were interviewed
