During last years of the XIXth century and at the beginning of XXth, the authorities worry about the persistence of the illiteracy and the number of children who attend the episodical school of way. By presenting these phenomena like indisputable obviousnesses, they try “to prove” that the absenteeism affects a population stigmatized like “nomad” and “foreign”. Being pressed on the texts produced by a general inspector of the state education, this article endeavours to show how a method of presentation of social reality reveals a manner of thinking this reality and that the promotion of the problem obeys under social conditions, economic, ideological and given policies
