In order to have a positive self-concept, each person must have a feeling of worth and a sense of achievement. If a student is continuously meeting failure in school, he tends to have negative feelings about himself and his worth. The lack of essential reading skills and other means of learning, compounds a student's problems in his quest for achievement. Trailing years of frustration from the self-fulfilling prophecies of past school experiences, some students drop-out. In order to answer the question how to stem the dropout rate at the high school level, one must look at and isolate the factors which contribute to this phenomenon. One of the most salient factors is that most high school drop-outs lack the developmental reading skills necessary for success in school. Exacerbating this problem is the fact that high school teachers are, many times, not equipped to help these students gain facility in this most vital area. This study was concerned with establishing an in-service reading skills and learning to learn program for high school and professional personnel who then will be able both to teach and cope with the students who need these skills.
