The growing literature on Third World rural development project management has begun to reach some tentative consensus. Based on a survey of this literature and research at three Gandhian projects in India, this article presents and discusses a matrix of variables that influence project outcomes. The variables are arranged in a conceptual framework with the assumption that the factors leading to an efficient and well organized project can be distinguished from those involved in long term strategy decisions. The framework is designed to apply to projects with aims consistent with both justice and economic growth. Since the Gandhian projects studied each work with 500 villages or fewer and include social and economic programs, the framework is most applicable to similar efforts coordinated by other private voluntary organizations, but it is intended to have a broader scope.
