This study had, as an objective, to redeem and discuss the sport structure for people with disability in Brazil. We tried to extract from the literature the reasons for this movement, today internationally known. And, for this purpose, we have followed, since the beginning of this movement abroad, the initiatives of this practice in Brazil up to the present. We have conducted a revision o f the literature in the field o f adapted sport, and have interviewed on this matter, persons representing areas o f the Government, as well as directors of national Adapted Sports associations, and a group o f persons practicing this kind o f sport.Special consideration has been given to the actions implemented by the Government, with the purpose of extending attention to this population. We tried to identify the appearance of the initial actions and to fo!low up its structure with basis on the legislation and achievement in this field, and at the same time following up the actions of people with disability in this area.Through a survey of implemented actions that had contributed to the organization of national associations of directors of sport for people with disability in Brazil, we have tried to verify the reality o f this practice, by listening to the users of this sport. We have concentrated our attention to the periods from 1984 to 1996, since this period can be considered as coinciding with the appearance o f the first actions taken, allowing a discussion of its implementation. However, this only occurred In 1990, with the implementation of the Secretaria de Desporto da Presidência da República, and with the subsequent proposals in the area, which established the Govemment policy as well as the organization of associations. We could feel that much effort had been implemented with these steps during this period, both by the Government and by People with Disability as well through, associations or clubs that tried with the practice of rehabilitation, and integration, the reason for the discussion of the problems that affect the persons with disability in general, as well as the benefits that this practice may generate. We could also see that the Government proposals, either by their achievements or by the adopted policy up to that time, as well as by the structuring o f the associations managing the sport for People with Disability, cannot be translated into self sufficiency, in order to be understood as a right, so that such practice can be available to people in a disabled condition in Brazil. The structuring o f these two segments, during the period, has developed towards the search for an administrative and technical solution to care for a small group of athletes who have represented Brazil in International Events, and is not having a more serious concern with the development and accessibility of such practice to most Persons with Disability who seek such practices.Such practices have occurred more due to the effort of the athletes and by voluntary effort from various sources than by the actions of offices that name themselves responsible for this segment at a national levei
