Recent episodes in Brazil point out a socio-environmental crisis and, specifically, a water governance and administration crisis, as in the period of a foreseen water crisis that took place in the Metropolitan Region of São Paulo between 2013 and 2016.In this sense, the study aimed to assess how is the access to water and sewage connected to the process of social construction of the risk of water shortage in the Novo Recreio neighborhood, in Guarulhos, Metropolitan Region of São Paulo (RMSP).Specifically, the research proposed to verify the spatial-territorial formation of Novo Recreio, in the context of the RMSP; to analyze the territorial dynamics and public policies present at the risk area of Novo Recreio that interfere with the access to water and sewage; and to understand circumstances of vulnerability, environmental injustice, and privatization of the access to water and sewage services in the daily lives of Novo Recreio's population.For that, the study adopted a quali-quantitative methodology for a case study in Novo Recreio, Guarulhos, RMSP.House visitation, semi-structured interviews with selected social actors, field observation, and data gathering on access to water and sewage in the neighborhood were carried out.It was an action research performed through the engagement of local actors with the research, which resulted on a participative socioenvironmental 3D chart.Data were analyzed by triangulation based on the Pressure and Release (PAR) model.The thesis concluded that the water crisis period in the RMSP has disproportionately affected the Guarulhos population, specially at Novo Recreio.The PAR model indicated how public policies and the formation of the Novo Recreio territory are connected to the population's current frail life condition and that they have increased the socio-environmental vulnerability in face of continuous water shortage, thus corroborating to the social construction of the water shortage risk.However, Novo Recreio's population does not perceive water shortage as a great risk, since there is an escalation of risks in face of the unequal scenario of the neighborhood.The study showed a scene of racism and environmental injustice in Novo Recreio.The thesis demonstrated how the regional water and sewage service company -SABESP -has influenced political and economic agents to increase the number of municipalities covered by its services in the RMSP.Lastly, it was concluded that water governance and administration is still performed in a disciplinary manner, with a striking economic bias of appropriation and mercantilization of water.Alternatively, the thesis suggested that public polices need to incorporate the human and social dimensions that have occupied the margins of RMSP reservoirs, as well as studies for more democratic and less polluting technologies for water distribution and sewage collection and treatment.It is necessary to safeguard the production of this good in favor of human and animal provision
