Looking down from the upper level of a theatre during any summer in the belle epoque, an observer would have seen a veritable flower garden,, for fashionable Frenchwomen of the day wore hats adorned with velvet and silk violets, geraniums, daisies, azaleas, carnations, or, perhaps, a Belle de Lyon, Gloire de Dijon or Madame Carriere rose.' France led the world in the design and production of luxury items: jewelry, perfumes, fans, gloves, umbrellas, and artificial flowers and feathers of the highest quality, known generically as articles of Paris. In the industrial development of France during the Second Empire and early Third Republic, Paris and its suburbs experienced a rapid expansion in the production of high-style, often high-priced, ready-to-wear clothing, accessories and other manufactured goods called Parisian industries, which constituted an important segment in the country's export business.2 Many of the
