This thesis seeks to understand the potential for social transformation of public relations, through structured practices of activism for social inclusion and strengthening citizenship of people with intellectual disabilities and with Autistic Spectrum Disorder (ASD) in Brazil.The object of the research was constituted by the communicational relations and practices structured for mobilization and social inclusion of people with intellectual disabilities, specifically Down Syndrome (DS) and Prader-Willi Syndrome (PWS), and with Autistic Spectrum Disorder (ASD), comparing the realities of activism in the contexts of Brazil and the United Kingdom.The study used pluralist interpretative approaches and techniques, divided into four phases that complement each other in obtaining specific objectives, to compose an action research, as it deals with the resolution of a collective issue -the citizenship of people with intellectual disabilities and autism -, for the development of awareness that promotes cultural and political changes -activist public relations -, so that problem solving, awareness raising and knowledge production are achieved.Activism and public relations become juxtaposed, in the search for equal opportunities and political, social and cultural contexts cannot be disregarded, so that public relations act as agents of transformation.In a society marked by historical identity stigmas, activist public relations need to go far beyond the engagement of social actors, and elaborate a path of deep identity reconstruction, which walks through the analysis of its origins and prejudices, instigates selfknowledge and knowledge, through liberating education, strengthen your empowerment, so that you can then mobilize public opinion for your engagement
