The state everywhere is in retreat. More than 10,000 state-owned enterprises in over 100 countries have been privatised. 1 Privatisation international, April 1992, p.7. Privatisation has been used as a remedy for inefficient and unprofitable state-owned enterprises, or for ideologically rolling back the power of the state over the national economy. Whatever the reason, the assumption has been that private ownership is a more efficient system than public ownership. In other words, it is not just that individual state-owned enterprises fail to be profitable, it is that the whole enterprise of state intervention is doomed to failure by its very nature.
