Earlier versions of this article were first presented at the Plymouth Conference of the Political Studies Association, and the Institute of Development Studies, Sussex, in April 1988. I am grateful to all those who on those occasions and subsequently made comments and suggestions. I am also very grateful to all the staff of the Centre d'Etude d'Afrique Noire, University of Bordeaux, for their help in enabling me to begin work on the French language sources and particularly to Bernard Contamin and Yves Fauré for sharing their ongoing research with me. A summary of the theoretical arguments underlying much of the case-study analysis presented here has been published in the IDS Bulletin No. 4 of 1988, together with some of the empirical conclusions.
