The current registration management system in China at the macro level strictly controls the blind influx of rural population into the cities. Due to the constraints of such a system, there has never been an urbanization process in the modern sense of the word in China. For the past forty years, the volume, scope, and speed of the transformation of a rural population into an urban population have consistently been at a relatively low level. This kind of unitary, planned regulation and control is no longer suited to future economic reform and development, and must be gradually perfected and renewed
