This article is in two parts. The first describes teacher abilities for meeting high-quality standards at the practical level. If the conditions are met for (a) a theoretical foundation, (b) empirical knowledge, (c) evaluative criteria, and (d) a practical tradition, we speak of standards in teacher training. Standards are more than pedagogical and psychological knowledge units. They concern educators' models of action, backed by scientific reflection, of teaching in continuously shifting contexts. Thus they are also more than automated skills and are of such a nature that they cannot be perceived by specialists in other professions or by laymen. We have articulated eighty-eight such standards on the basis of our talks with professionals in teacher training, and shall present them in the following. In a subsequent issue we shall present the first findings of our investigation of the extent to which teacher training establishments in Switzerland achieve these standards
