We have already analyzed in this journal [Aggiornamenti Sociali] the reform project of the school cycles1 that Minister Berlinguer presented to the House on 4 July 1997, and we have also demonstrated its coherence with European models. In an article published that same year, we underlined how such a project represented the fifth attempt to reform the high school after the approval, twice in the House (1978 and 1982) and twice in the Senate (1985 and 1993), of the projects prepared beginning in 1970 that had not concluded their parliamentary course.2 Berlinguer's proposal, amply modified by parliament, obtained the favorable vote of the House on 22 September 1999, and of the Senate on 2 February 20003 and will become the law of the state with its publication in the Gazzetta Ufficiale
