Abstract: State and Collective Bargaining: An Institutional Approach The state grants collective bargaining partners the right to regulate wage and working conditions autonomously. While the state and the government are committed to the public welfare and balance allocative and distributive goals, the social partners pursue members’ interests. Using a principal-agent structure, the study examines which instruments the government can use to demand the necessary loyalty of the bargaining parties. It is shown that a government controls successfully when it has an allocative preference, sanctions lack of loyalty instead of alimenting it and uses the instrument of threat. The effect can be enhanced by outsider competition. If the government has a distributive preference, it has to repress outsider competition
