Is Rationing Unjust? In times of constantly increasing public spending for education, old-age pensions and social welfare, one thing becomes apparent: the years of rapidly rising health-care costs have to end. Against this backdrop, this paper discusses the question of bureaucratic rationing from a philosophical perspective and presents a health insurance system that is both fair and affordable
