Using a multidisciplinary approach, this article explores the evolution of the Japanese consumer credit market in parallel with the rise in household debt. It analyses the institutional environment, labour market changes and the transformation of borrowers’ motives, with a focus on the growth of the small loan market driven by the sarakin from the 1960s to the 2000s. It also examines the forces driving regulatory change by considering the tensions between stakeholders (government, banks, sarakin, borrowers) and their conflicts of interest, leading in fine to the revision of the Moneylenders Law in 2006.
