This article examines the issue of presidential evaluation and performance in foreign affairs through a series of comparative case studies. It reveals conflicts and tradeoffs that presidents face in the conduct of foreign policy, how they come to terms with those problems, and how that coming-to-terms affects presidential evaluation. The case of President Reagan's Iran-Corcfra affair is then examined in the context of this analysis, demonstrating that it was less of an "aberration" than might otherwise appear
