The 1988 U.S. Senate race in Ohio pitted a liberal Democratic incumbent, Howard M. Metzenbaum, against a formidable challenger, Cleveland Mayor George V. Voinovich. In the early stages of the contest, many pundits and observers believed that Metzenbaum was highly vulnerable, and that Voinovich was the best Republican Senate challenger in the land. Research on Senate elections lays a high premium on the quality of the challenger. Our analysis of the Metzenbaum-Voinovich race suggests that it is the quality of the campaign, not merely the quality of the challenger, that can make the difference in Senate elections
