This article establishes that committee assign? ment procedures in the German up? per house, the Bundesrat yield com? mittees that do not always reflect the chamber's partisan preferences. This non-American setting provides lever? age on a central question in legisla? tive studies: how can a chamber ensure responsive lawmaking when delegating to unrepresentative com? mittees? I argue that Bundesrat pro? cedures, including multiple referral, equal reporting rights, and a selfselection referral process, minimize the risks of delegation.
