This research traces the influence of winning big upon an executive's legislative success. In neither Britain nor America does the popular majority appear to have an impact on legislative effectiveness. Both American Presidents and British Labour Governments are, however, more successful in enacting their legislative programmes the larger their legislative majority. This sort of winning big does seem to matter. The relationship can be explained either in terms of log-rolling, which works best for Congress, or of the security of the majority, which plausibly accounts for the British pattern
