This study of state legislative oversight seeks to identify the conditions under which it occurs as well as its policy consequences. Divided party government and individual member incentives are key factors explaining reduced regulatory stringency. An examination of the development and use of administrative rule review by a single legislature indicates the manner in which these factors are linked.
