Strategic planners everywhere must seek to acquire two very different, but essentially complementary, types of skill. Not only must they be able to penetrate and to analyse complex issues of urban and regional development and change; at the same time, they must be able to understand, and work within, an intricate decision-making context of interacting agencies, professions and political forces. Whatever skills planners may develop in this direction are rarely recognized so explicitly as their technical skills of strategic analysis: but planners in many countries are becoming increasingly concerned to accord them fuller recognition in the professional and theoretical foundations of their work. In Britain, this question has recently been thrown into sharper relief by two important changes in the planners’ working environment, which have separate origins but have been unfolding in parallel, with important interactions between them. The first of these changes was in the statutory procedures of development planning, where the traditional Development Plans – the main statutory instrument both for detailed land zoning and for expression of broader policy positions – were replaced in 1968 by new statutory procedures, which sought to distinguish more clearly between the broader and the more local levels
