There are major uncertainties in forecasting the level of public expenditure in the UK. Yet there is a great deal of pressure on the government to be seen to be meeting its spending targets. This paper sets out to explain the ways in which predictive uncertainty has been reconciled with the need to be seen to be controlling public expenditure in the past few years. After first outlining the causes of uncertainty, the paper shows that there are a wide range of methods for dealing with it, more than might be supposed, and many of these have been used in recent years
